This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), in the Chief Information Office (CIO). Provides information technology support, including data repositories, integrated systems, and cloud architectures as they relate to intelligence and analysis to the Secretary and the broad DHS Intelligence Enterprise (DHS IE), as well as DHS partners and customers to protect the homeland. Non-BU: This is a non-bargaining unit position.

As a Information Technology Specialist (Vulnerability Assurance Analyst (VAT), GS-2210-13, your typical work assignments may include: The incumbent is responsible for supporting ongoing IT projects and programs that have a significant impact on the delivery of National Security and Intelligence Systems. Keeps abreast of changes in stakeholder mission requirements through interaction with management in Division and Program organization. Explores ways to upgrade or enhance the level of IT services provided. Identifies problems and specific issues and conducts feasibility studies for enhancements and modifications to classified systems. Acts as liaison to Information Assurance programs and participates in coordinating continuous system authorization. Individual Occupational Requirement This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicants must possess IT-related experience demonstrating each of the nine (9) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Specialized Experience: To qualify for the GS-13 you must possess the specialized experience, equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service, in applying new technical practices to cybersecurity operations where precedents do not exist; assessing programs to determine where improvements in efficiencies and operations could be made; planning and implementing new operational cybersecurity programs; and providing managerial/administrative/technical leadership to the functions of the Chief Information Security Officer (CISO). Knowledge of the laws, policies, and regulations of the Information/Cybersecurity field such as FISMA, NIST, CNSSI and the Office of Management and Budget (OMB). Knowledge of Patch Management, On-Premise and Cloud-based Security Scanning vulnerability and compliance tools, CI/CD Pipeline tools, Static Application Security Testing (SAST), Dynamic Application Security Testing (DAST), etc. Knowledge of IT Security, Cybersecurity, and Information Assurance concepts, practices, and procedures, program evaluation techniques, and an understanding of the internal and external control structure in order to perform a variety of IT Security program management assessments, and evaluations. Knowledge and demonstrated experience in using various cybersecurity and information assurance techniques, methods and procedures for assessing the security posture of systems, networks, and data under the authority of the CIO office. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position is designated as Emergency Essential.
